Ive seen pictures where they have black frames and the length from top to bottom is longer than the width. Its like a real picture in a frame its cool.
How do you do that using photoshop?
I would go create the frame in Adobe Illustrator and then save it as a tiff file. You can then import that into Photoshop onto it own layer.
I suggest going into Illustrator be cause you can go into the "Brushes Library" and there are all kinds of patterns that you can select for frames.

There are actions that you can download for free that will put frames around pictures. Action central has quite a few frame actions. After you download the action load it in PS from the action palette then run it. Most will let you choose the color and texture you want.
Otherwise you can do a search for a PS tutorial that teaches you to do it yourself.

Using Photoshop:
Make sure the image has been flattened. (on the layers menu it should say "background" instead of Layer 0 or Layer 1 or whatever) Then pull down the "IMAGE" menu, select CANVAS SIZE. Click on "Relative" so that the check box is selected. Then you can type in a decimal amount of how large you want the frame to be. You can also select which color the frame will be where it says "Canvas Extension Color."
