How Can The Paparazzi publish pictures of people without model release signage?

I don’t know all that legal stuff involved with model release forms.
But I though in order for a photographer to publish pictures of people, they had to get the person to sign a model release?
Why are the Paparazzi able to publish very personal pictures of people freely?Or Do stars knowingly allow their pictures to be published for publicity?

if you are out in public you have no expectation of privacy and anyone can take your picture. now what i want to know is who really cares so much about these people (that don’t care about you but they want you to vote the way they want you to) that they spend their hard earned money buying the pictures of these narcissistic idiots!
