Would you say the picture on top has saggy boobs?

the befor picture on top the frontal view. would you say she had REALLY saggy boobs?
My friend had breast reduction and shes only 16. That the pictur she said her girls looked and wanted your oppinion.

They look fine to me. Certainly not something I’d suggest surgery for.

    no they arnt just the nipples are lower down, but they look fine to me
